Ann Moore

Chair

Ann Moore was sworn in to the Board of Port Commissioners on January 13, 2011, after appointment by the Chula Vista City Council. She is currently a partner at the law firm Norton, Moore & Adams, with more than 30 years of experience in land use, real estate, redevelopment, environmental, and municipal law. Before joining Norton, Moore & Adams, she served as Chula Vista's City Attorney, where she provided legal advice for the development of six master-planned communities, then the largest annexation in California, and the financing of over a billion dollars in infrastructure. Commissioner Moore has represented both developers and governmental agencies throughout her career in land use entitlement matters for large-scale residential, commercial, and industrial projects. 

Commissioner Moore holds a Juris Doctor from the University of San Diego School of Law and was selected in her first semester to join the San Diego Law Review based on academic excellence. She also holds a degree in Public Administration from San Diego State University. Commissioner Moore grew up in Chula Vista and is a product of the Chula Vista public school system. As a daughter of a Japanese immigrant mother, Commissioner Moore values the rich cultural diversity that helps shape the San Diego region.
