Who is a lobbyist under the Port’s Ethics Code?

A lobbyist under the Port of San Diego’s Ethics Code is any individual who receives $2,000 or more in economic consideration in a calendar month, other than reimbursement for reasonable travel expenses, and/or whose principal duties are to communicate directly or through that individual’s agents with any Port Commissioner, Port office, or Port employee for the purpose of influencing Port action; provided, however, an individual is not a lobbyist by reason of performing the activities described in Section 86300 of the Government Code, or if they are an employee or appointed or elected official of another federal, State or local government agency.

Lobbyists are required to register with the Port through the District Clerk’s Office within ten days of qualifying as a lobbyist. To register as a lobbyist, download and complete the form below.

Lobbying disclosure statements must be filed every quarter. The four quarters in a year are January 1 through March 31, April 1 through June 30, July 1 through September 30, and October 1 through December 31. The deadline dates for filing these disclosure statements are one month after the ending date of each quarter. If the deadline date falls on a weekend or holiday, the deadline date becomes the next business day.

Once a person no longer qualifies as a lobbyist, they may terminate his or her registration by filing a notice of termination with the District Clerk. The notice of termination may be sent in the form of an email to: Office of the District Clerk, publicrecords@portofsandiego.org.
