2016 Harbor Police Officer of the YearCorporal Mike Whittaker has been named the Port of San Diego Harbor Police Department’s 2016 Officer of the Year. The annual award recognizes individuals for exceptional service, teamwork and initiative and is among the highest honors bestowed by the Harbor Police Department, which protects and oversees the safety of our San Diego Bay waterfront.

Corporal Whittaker is a 20-year Harbor Police veteran. During 2016, he was assigned to patrol while also serving as a field training officer, and as an acting supervisor on a regular basis. In spite of all of his duties and responsibilities, Corporal Whittaker managed to make 81 arrests and played a crucial role in several significant arrests.

“Corporal Whittaker has distinguished himself for this award through his hard work, compassionate service, and relentless follow up,” said Harbor Police Chief John Bolduc. “He tirelessly works to make the Port of San Diego one of the safest places in our region.”

Harbor Police Dispatcher Named 2016 Dispatcher of the Year for San Diego County

Lora Smoot, Dispatcher of the YearLora Smoot, a Public Safety Dispatcher in the Harbor Police Department has been named the 2016 Dispatcher of the Year for the County of San Diego by the Association of Public Safety Dispatchers (APSD).

Each year, the APSD selects one dispatcher from a field of nominees submitted by various law enforcement agencies throughout San Diego County.

Smoot has worked with the Harbor Police for 11 years, providing professionalism and guidance to the public in emergency situations. Her initiative has assisted Harbor Police officers in their field investigations as well as provided support as needed when coordinating efforts with the City of San Diego Police Department communications center.

Harbor Police Officer of the Year 2016

The Port of San Diego Harbor Police Department has named Detective Robert Twardy as its 2016 Officer of the Year. Detective Twardy, an 11-year veteran of the department, has consistently demonstrated his dedication to fighting criminal activity around the Port tidelands areas, and had an especially successful year in 2016.

During the past year, Detective Twardy implemented a program to help with the growing number of bicycle thefts around the bayfront. In his program, a locked “bait bike” was used to lure suspected bicycle thieves.

The program resulted in eight arrests and nearly all of the suspects were convicted. These arrests also produced leads to other criminal organizations that were stealing and fencing bikes.
