Parking Citations

Parking citations must be paid or contested within 21 calendar days of issuance. Failure to pay the fine within the allotted 21 days will result in additional penalties and/or DMV delay of your vehicle registration until penalties are paid. Unregistered vehicles or vehicles with over five outstanding parking citations may be impounded, per 22651(i)(1) CVC. All fines are the responsibility of the registered vehicle owner.

Parking citations/tickets are not criminal offenses. They are civil penalties that are the joint liabilities of both the owner and operator of the vehicle. Once a citation is issued, it is up to the driver or owner to respond to the facts presented on the citation. There are three (3) levels of appeal/review:

*Each step in the appeal/review process must be taken in order and initiated within strict timeframes. No step can be skipped in favor of jumping to another step.

Disabled Persons Parking Placard

If a violation resulted because a valid Disabled Persons Parking Placard was not displayed, within 21 days you must either remit full payment or a $10 processing fee per violation and provide a copy of vehicle registration and placard ID card (valid on citation date).  If not the placard holder, then also include a signed letter from the placard holder indicating they were being transported at the time of violation and a copy of the placard holder’s license and photo ID.

Correctable Violations

CVC Sections 4000(A)(1), 5200 and 5204(A) require evidence of violation correction or proof of valid registration.  Evidence of correction may be obtained at any police agency which provides such service.  If corrected, bail on these violations is reduced to $10 per corrected violation, valid proof of each correction and $10 per corrected violation must be received within 21 days of the citation date or penalties will accrue.

 


Low Income Payment Plan

California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations to qualifying low-income individuals who apply within 120 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later.

Parking citation late fees and penalty assessments (“Late Fees”) are removed at time of enrollment in the payment plan in accordance with CVC 40220. Late Fees are reinstated if the payment plan is not completed. Also, DMV registration holds and Franchise Tax Board tax intercepts will not be implemented, and/or will be removed during the payment plan, subject to its satisfactory completion. If the payment plan is not satisfactorily completed, then such remedies may be invoked.

Who may qualify for a payment plan:To qualify, you must meet the requirements of CVC 40220 by receiving qualifying “Public Benefits”, further defined within approved Ordinance 2990. “Public Benefits” are as defined in GC 68632(a) and include, but are not limited to, public benefits under one or more of the following programs:

  • Supplemental Security Income (SSI) and State Supplementary Payment (SSP)
  • California Work Opportunity and Responsibility to Kids Act (CalWORKs) or a Federal Tribal Temporary
  • Assistance for Needy Families (Tribal TANF) grant program
  • Supplemental Nutrition Assistance Program or the California Food Assistance Program
  • County Relief, General Relief (GR), or General Assistance (GA)
  • Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants (CAPI)
  • In-Home Supportive Services (IHSS)
  • Medi-Cal

You must also submit documentation along with your application verifying that you are receiving qualifying

Public Benefits, as explained.

A non-refundable administrative fee of $5 due to the agency upon enrollment, which can be added to the payment plan at the discretion of the plan participant.



If you are enrolled in a payment plan, then you must make required monthly payments on the due date and otherwise comply with all applicable terms and provisions of the program, and all payment requirements. Detailed payment terms will be provided in a follow-up communication if your application is approved.
