The South Bay Power Plant, on the waterfront of San Diego Bay in Chula Vista, is designated as a "must run" facility by the California Independent System Operator (Cal-ISO) which manages the state's power supply. It is anticipated that the designation may be removed later this year.

Dynegy needs a discharge permit from the water board because it uses water from San Diego Bay to cool the plant.

Company officials say the application for a new permit is being made in case Cal-ISO requires the plant to continue operating to meet power needs in the state. Download the following PDF to read the full press release from Dynegy Inc.
