The San Diego Harbor Police Department Reserve Senior Volunteer Patrol Program (R.S.V.P.) is a unique aspect of the San Diego Harbor Police Department. The San Diego Harbor Police Department (SDHPD) is a part of the San Diego Unified Port District. It is comprised of law enforcement officers who enforce applicable laws and ordinances on San Diego Bay, at the San Diego Regional Airport at Lindbergh Field, and on all Port District property known as “Tidelands.” Harbor Police Officers are defined under section 830.1 of the California Penal Code.
The Reserve Senior Volunteer Patrol program participants will enhance the capabilities and strengths of the department. By accepting responsibilities as a member of the R.S.V.P. program, members agree to the following:
- Work a minimum of 16 hours per month on a schedule that is acceptable to both the R.S.V.P. and SDHPD
- Become thoroughly familiar with SDHPD policies and procedures, both written and verbal, as they affect R.S.V.P. personnel
- Protect the confidentiality of all information relating to SDHPD and R.S.V.P. members
- Be prompt and reliable in reporting for scheduled work and to provide R.S.V.P. coordinator/supervisor with an accurate record of work hours by thoroughly and accurately completing patrol log sheets and other documents as may be necessary and/or required.
- Notify the R.S.V.P. coordinator/supervisor if unable to work as scheduled. This notice must be given as early as possible to permit the assignment of another volunteer. However, it is understood that an R.S.V.P. member will make the diligent effort to provide his or her own replacement prior to giving such notice.
- Attend orientation and training sessions as scheduled, and undertake continuing education when provided by R.S.V.P. in order to maintain and enhance competence.
- Respect the function of SDHPD’s staff and contribute fully to maintaining a smooth working relationship between staff and volunteers
- Carry out assignments in good spirit and to seek the assistance of sergeants, officers, dispatchers and/or administrators in any situation requiring special guidance or direction
- Consult with the R.S.V.P. coordinator/supervisor before assuming any new responsibilities that may affect the R.S.V.P. program.
- Respect and accept the SDHPD’s R.S.V.P. supervisor’s right to separate/terminate a volunteer for such reasons as poor performance, poor attendance, or unwillingness to accept direction, etc.
- Notify the R.S.V.P. coordinator/supervisor in writing at least two weeks in advance of resignation or request for leave from normal R.S.V.P. duties
- Exercise care and caution when acting on behalf of R.S.V.P. and the SDHPD in any situation
