The Port of San Diego Board of Port Commissioners has approved a new RV park for the Chula Vista Bayfront. At its meeting on April 10, 2018, the Board granted concept approval for the Costa Vista RV Resort project proposed by Sun Communities, Inc. (Sun Communities) and authorized issuance of a Coastal Development Permit, pending satisfaction of certain conditions.
“Sun Communities has demonstrated a willingness to be great partners by not only designing a project that is sure to become a premier, waterfront RV camping experience in Chula Vista, but by also including offsite improvements in the project to enhance the overall experience for all who live, work and play along the Chula Vista waterfront,” said Chairman Rafael Castellanos, Board of Port Commissioners.
“The Chula Vista Bayfront project takes a monumental step forward with the commencement of our first development project, the Costa Vista RV Resort,” said Port of San Diego Commissioner Ann Moore, the Board’s Chula Vista representative. “Together with the City of Chula Vista, the Port is creating a waterfront that people can access and enjoy, with over 40 percent of the land set aside for parks and open space. We are proud to partner with Sun Communities on the RV resort, which will help create a more active and vibrant waterfront in the South Bay.”
Depending on various factors, construction could commence as early as summer 2018 and the RV park could open as early as late 2019.
After a public competitive process, the Board selected Sun Communities & Northgate Resorts LLC, together referred to as Sun, in April 2017 to develop and operate an RV park in the northern Sweetwater District of the Chula Vista Bayfront. The scenic site is located at E Street and Bay Boulevard near the Living Coast Discovery Center, the Sweetwater National Wildlife Refuge and the Bayshore Bikeway. With stunning views of San Diego Bay, the Pacific Ocean and the downtown San Diego skyline, proposed features of the Costa Vista RV Resort include:
- 255 spaces, including 139 RV stalls and 116 RV Park Models (RV Park Models are unique, trailer-type units that provide temporary accommodations for recreation, camping or seasonal use. They are designed to look like a home but, like any RV, need to be hooked up to site electricity, sewer and water.)
- Aquatic features including a children’s play pool, family pool and Jacuzzi
- Day spa/salon, massage/treatment rooms, sauna, work-out gym
- Entertainment arcade, game room
- Business center and a multi-purpose room for educational and large guest gathering
- A covered picnic area with outdoor grills
- Children’s rock climbing and playground, bocce ball courts and horseshoe pits
- Protected dog area
- Welcome center with a marketplace, restrooms, showers and guest laundry facilities
Offsite improvements such as relocating and building new roads, building new sidewalks, and installing utilities, are also proposed as part of the project.

A new public park and public infrastructure, such as new roads and utilities, will also be built with the resort hotel and convention center, the anchor and centerpiece of the overall redevelopment project. When the Chula Vista Bayfront project is complete, the public will enjoy more than 200 acres of parks, a shoreline promenade, walking trails, marine improvements, RV camping, shopping, dining and more.
