Guidelines for Tenant Project Plan Submittal

Whenever a tenant desires to make surface or subsurface improvements or perform new construction, reconstruction, modification, or demolition, tenant must submit to the District for approval a request accompanied by plans and specifications. Plans are reviewed by District staff for compliance with District policies, guidelines and provisions of the lease.
- Administrative Approvals
(Under $25,000) - Standard Approvals
($25,000 to $100,000) - Board Approvals
(Over $100,000) or,

- Concept Approvals: In some cases the tenant may request that the District approve a project in concept. Plans submitted for concept approval shall comply with Plan Submittal Requirements (1 through 6 below). In addition, because a presentation to the Board of Port Commissioners in a public meeting may be necessary, the tenant may be required to submit concept renderings sufficient in detail to pictorially depict the completed project. Applicant is advised to schedule sufficient time to allow for the docketing of the project on the Board’s Agenda, if required. Refer to Project Review Process.
The Applicant is required to make a Power Point presentation to the Board of Port Commissioners.
- SUSMP: Port tenant improvement projects may be subject to comply with the requirements for the “Standard Urban Stormwater Mitigation Plans”. Refer to: Port of San Diego Standard Urban Stormwater Mitigation Plan
- Public Art Program: New development or redevelopment projects valued over $500,000 for redevelopment and over $1,000,000 for new development shall incorporate a public art plan in its design submittals and provide public artwork(s) equal to 1% of the project’s total Proposed Development Budget presented to the Board of Port Commissioners. Refer to: Public Art Program BPC Policy 609.
- Signage Guidelines: Tenant signs must comply with the
“Tenant Signage Guidelines”. - Parking Guidelines: Parking requirements are available within the “Tidelands Parking Guidelines”.
- Tree Removal: Projects requiring the removal of trees must comply with the “District’s Tidelands Forestry Management Policy”.
- ADA Conformance: All projects must comply with the Americans with Disabilities Act (ADA). All facilities, including buildings, gangways, piers, and floats must be compliant with city, state and federal accessibility guidelines, laws, and regulations.
- City Permit: All projects required by the local building official and the Uniform Building Code to be subject to issuance of a City Building Permit will be verified prior to construction approval. It is the obligation of the tenant and/or its agent/contractor to obtain all required permits.

- Submit a completed “Application For Tenant Project Plan Approval”.
- Plans shall be submitted only by the District's tenant or the tenant’s written authorized representative.
- Plans shall be submitted to the District’s Real Estate Architectural & Mapping Services Section (A&MS).
- The District may require that plans and specifications be prepared and signed by a State of California-licensed engineer or architect.
- Plans submitted by engineers, architects, subtenants, or other such representatives shall be accompanied by a cover letter from the District's tenant. This letter must authorize the engineer, architect, subtenant, or other representative to act as the tenant's representative and bind the tenant in all matters represented in the plans and specifications and subsequent revisions thereto.
- Plans shall be drawn to scale and be of sufficient clarity to indicate the nature and extent of the proposed work and show conformance in detail to District policies and all relevant laws, ordinances, rules and regulations.
- Plans shall include complete civil, architectural, structural, mechanical, electrical, plumbing, HVAC, and landscape drawings and shall also include identification of all materials to be incorporated in the project. In effect, the plans and specifications shall be complete "working drawings” sufficient to effect the construction of the project. In addition, the District may require structural computations, soils reports, ADA accessibility provisions, stormwater compliance measures, and subject to District approval, other technical data to ensure the adequacy of the plans submitted. The submittal must also include a project cost estimate.
- The tenant may submit, in lieu of detailed specifications, references on the plans to a specific section or part of the Uniform Building Code or other applicable codes, ordinances, or laws, subject to the approval of the District.
- Four completed sets of plans and specifications (six sets for larger projects) shall be submitted. Two stamped sets will be returned.
