As part of the capital improvement project to build a new General Services building for the Port, public art was incorporated to enhance and activate an outdoor area designated for employees, visitors and occasional community meetings. Noted mosaic tile artist Kim Emerson designed, fabricated and installed brilliant tile artworks in this area. Her concept was developed with employee input and consists of a series of curvilinear bench walls, panels and a fountain covered in colorful tile mosaics. Titled "Between Bay and Sky," the mosaics feature familiar landscapes, flora, fauna and sea life of the bay area as well as symbolic imagery noting the various trades and skills of the employees who work at the facility.
Kim Emerson's artwork provides a colorful uplift for the employees of the facility and reflects their pride in the services they provide for the tidelands. The artworks are publicly accessible at 1400 Tidelands Boulevard in National City, and the plaza can be booked for special events.
