Welcome to the Hilton San Diego Bayfront Hotel page. This web page provides information on the development process between the Port of San Diego, and One Park Boulevard, LLC. The lease between the Port and One Park Boulevard commenced on January 1, 2006. A ground-breaking ceremony was held on Friday January 18, 2006. One Park Boulevard began construction in March 2006 and is about 60% complete with the hotel construction (Dec. 2007 photo above shows the progress). The hotel is expected to open in November 2008.

Overview:  The proposed Hilton Convention Center Hotel is intended to satisfy the demand for hotel rooms to serve the San Diego Convention Center and the hospitality needs of downtown San Diego. Located across from the San Diego Convention Center at the intersection on Harbor Drive and Park Blvd., the project will transform the former Campbell Shipyard site into a 32-story, 1.65 million square-foot structure.

The hotel will include:

  • A 385 foot tower
  • 106,000 square feet of meeting space
  • 5,360 square feet of retail space
  • a 23,082 square-foot health club
  • 1,200 private rooms
  • a 14,000 square-foot restaurant
  • a 4.3-acre public park
  • a water taxi dock to serve hotel guests
The total acreage of the site is 12.8 acres. Hilton estimates its total project costs at over $335 million. The hotel is tentatively scheduled to open in fall 2008.

Benefits:

  • Sales and property taxes (over $7 million annually) for the City and County of San Diego and TOT estimated at over $8 million annually for the City of San Diego.
  • Waterfront public park and plaza for community and Hilton guests.
  • An estimated 600 jobs created in the service and tourism sector.
  • Approximately $2 million in public art to be purchased by Hilton.
  • $6 million annually in Port revenue from the hotel and parking structure.

Update:  At its Nov. 2, 2005 meeting, The Board of Port Commissioners voted 6-0 on the terms of a development loan and several other administrative items that will allow the project to proceed. The Port helped make the project financially feasible by giving the development partners a rent reduction of $46.5 million that would be applied over the first 11 years of the project. The hotel would operate under a 66-year lease with the Port. Projected rent to the Port during the hotel's third year of operation would be $7.8 million. Construction at the former Campbell Shipyards could begin in February 2006.

History:  In 2002, the Board of Port Commissioners granted an option agreement to Hilton San Diego Convention Center (HSDCC) to develop a 1,200-room hotel on the former Campbell Shipyard site. The Board approved conceptual plans for the hotel on Jan. 28, 2003.

On Nov. 1, 2004, HSDCC submitted an application for a Coastal Development Permit (CDP). The Board of Port Commissioners found that the proposed uses were consistent with the certified Port Master Plan (PMP), and an appealable CDP was issued.

In The News:

Environmental Remediation:  Beginning in the 1880's, the Campbell Shipyard site - adjacent to the proposed hotel and east of the convention center - was used for industrial activities including shipbuilding, the manufacturing of bulk petroleum and gas waste disposal. Consequently, extensive environmental remediation has been required to clean up the site for development. In the first phase of remediation, the Port treated or removed over 80,000 cubic yards of contaminated soil from the land site of this site. During the current and final phase of remediation, 9.2 acres of waterside sediment will be capped with 5 feet of sand, gravel, and rock. Included in the capping phase is 1.6 acres of mitigation area to replace eelgrass habitat lost by the project. The cap, currently under construction, is scheduled for completion by Fall 2006.

Convention Center Hotel Parking Garage

Parking Garage: The Hilton Convention Center Hotel Parking Facility opened in February 2005, providing 2,000 additional parking spaces to the downtown area. The seven-story, 619,000 square foot garage contains 1984 spaces. Once the hotel opens, 800 of these spaces will be reserved for hotel use.

The development of the parking structure was a requirement of the option agreement between the Port and Hilton San Diego Convention Center, LLC. The Port developed the project under a sign-build agreement with Hensel Phelps Construction, the contracting entity of Hilton San Diego Convention Center, LLC, at a cost of $24 million.

Harbor Drive Pedestrian Bridge:  The California Public Utilities Commission (CPUC) has approved a plan by the City of San Diego to build a pedestrian bridge that will span Harbor Drive at Park Boulevard, connecting to the Hilton Convention Center Hotel parking facility.

The 466-foot self-anchored suspension bridge will:

  • Link the waterfront's South Embarcadero, San Diego Convention Center, and East Village's Ballpark District.
  • Ensure pedestrian safety across Harbor Drive.
  • Connect to the third story of the six-story Convention Center Hotel Public Parking Facility on its south end.
  • Connect to a triangular City of San Diego Redevelopment Agency-owned land parcel on its north end.
  • Provide pedestrian access to street level with elevator and stairway access.

The pedestrian bridge is required pursuant to a decision by the CPUC relative to the proposed realignment of Park Boulevard crossing the railroad and trolley tracks, near the intersection of Harbor Drive. Currently, more than 160 trolleys and 9 freight trains traverse this section of tracks daily.

On July 27, the San Diego City Council approved a contract with T.Y. Lin International to draw up preliminary plans for the bridge. Centre City Development Corporation is currently designing and exploring funding of the bridge, estimated to cost $10 million.
