Commercial Fisheries Revitalization Plan
Introduction
The Port of San Diego is responsible for the promotion and development of commerce, navigation, recreation and fisheries on San Diego Bay on behalf of the citizens of the State of California. In fulfilling this responsibility, the Port is currently working in a partnership with the State Coastal Conservancy and the commercial fishermen of San Diego Bay on a project to enhance the commercial fishing industry in San Diego for the professional fishermen as well as the public. The first step in this effort is the development of a Commercial Fisheries Revitalization & Coastal Public Access Plan for San Diego Bay. This page contains information on the plan.

Background
Commercial fishing activity has a long history on San Diego Bay. Over the past several years, the commercial fishing industry has declined, due to competition from other areas and a variety of regulatory, economic and environmental factors. To reverse this trend, the Port and our partners will hire a professional waterfront planner with national and international experience to create a comprehensive plan.
The proposed plan will address how to support commercial fishing at the two commercial fishing facilities on San Diego Bay: Driscoll’s Wharf in America’s Cup Harbor in the north bay and Tuna Harbor, at G Street Mole near downtown San Diego. The planning effort will include a study of the fisheries markets from the San Diego Bay perspective and the development of a fisheries marketing plan and preliminary concept designs for the enhancement of the two commercial fishing facilities. The plan will also consider ideas for improving public access to this active element of the working waterfront of San Diego Bay.

Project Funding
To complete the plan, the Port of San Diego and our partners will utilize a grant of $450,000 grant from the California Coastal Conservancy as well as funds provided by the Port.

Project Team
The development of the plan will be overseen by a project team consisting of two committees, a Core Committee and a Steering Committee. The Core Committee will serve as the main working group, meeting regularly to select and oversee the work of the consultant who develops the plan. The Steering Committee will serve as an advisory group to the Core Committee.

The plan will be completed by December 2008. A specific timeline of milestones is currently being developed.

Request for Qualification (RFQ) for Plan Consultant
The Port of San Diego has released a Request for Qualification (RFQ) for consultant services to develop a Commercial Fisheries Revitalization Plan. The plan will address how to support commercial fishing at the two commercial fishing facilities on San Diego Bay. The planning effort will include a study of the fisheries markets from the San Diego Bay perspective and the development of a fisheries marketing plan and preliminary concept designs for the enhancement of the two commercial fishing facilities. The plan will also consider ideas for improving public access to this active element of the working waterfront of San Diego Bay.
