The enticing and colorful public art, "Surfhenge," serves as a gateway to this vibrant Imperial Beach park that features a picnic area and entertainment stage.

The Port of San Diego does not issue public permits for Portwood Pier Plaza. Permits are issued by the City of Imperial Beach.
