Environmental Review

The proposed project requires the preparation of an Environmental Impact Report (EIR). In compliance with the California Environmental Quality Act (CEQA), the EIR assesses the potentially significant direct, indirect, and cumulative environmental effects of the proposed project. In addition, the EIR must identify potential feasible means of avoiding or substantially lessening significant adverse impacts, and must evaluate a range of reasonable alternatives to the proposed project.

On December 7, 2004, the Board of Port Commissioners authorized the selection of PBS&J for the necessary environmental review consulting services for the OPH and Park Project. In addition, the Board authorized the execution of a three-party agreement between the Port, the developer (GMS Realty, LLC), and the consultant (PBS&J) for the payment of services for preparation of the Project's SEIR.

At its February 1, 2006 meeting, the Board of Port Commissioners certified the EIR.
