North Embarcadero Visionary Plan Joint Powers Authority to Meet December 15

The Joint Powers Authority (JPA) for the North Embarcadero Visionary Plan will meet at 9:30 a.m. on Thursday, December 15, 2011. The meeting will be held in the Board Room of the Port of San Diego's Administration Building, 3165 Pacific Highway, San Diego. (map)
Scheduled on the agenda is an update on preparations for the first phase of the North Embarcadero Visionary Plan.
The first phase will transform the San Diego bay front, from the Navy Pier to B Street Pier. It includes a 105-foot-wide esplanade with formal gardens, plazas, shade pavilions and a waterfront promenade. Street improvements will be made to North Harbor Drive and West Broadway. The project is a collaboration between the Port of San Diego, the Centre City Development Corporation (CCDC) and the City of San Diego.
Groundbreaking is set for January 5, 2012.
Also on the agenda for the JPA meeting is an update on the North Embarcadero Port Master Plan Amendment. The proposed amendment includes approximately 30 components including, adjusting the boundary of the Port Master Plan to incorporate Navy Pier, adding a proposed youth hostel, additional public open space, a bay front shuttle and new parking facilities.
Additionally, an update on the Navy Broadway Complex project will be presented.
A JPA agreement between the City of San Diego, CCDC and the Port of San Diego was approved in July 2006. The JPA sets the framework for financing the project and provides that each entity will use its best efforts to secure funding from sources, including lease revenues, grants and federal and state funds. JPA members include Kevin Faulconer, Council President Pro Tem for the City of San Diego; Laurie Black, Director, CCDC Board of Directors and Scott Peters, Chairman, Board of Port Commissioners.
The Port of San Diego was created by the state legislature in 1962. Since then, it has invested $1.7 billion in public improvements in its five member cities – Chula Vista, Coronado, Imperial Beach, National City and San Diego.
The Port oversees two maritime cargo terminals, two cruise ship terminals, 17 public parks, the Harbor Police Department and the leases of more than 600 tenant and sub tenant businesses around San Diego Bay.
