Port Approves Construction Manager for NEVP Phase I

The Port of San Diego took another step toward making the first phase of the North Embarcadero Visionary Plan a reality.

The Board of Port Commissioners approved a $1,697,278 contract with Arcadis US, Inc. for construction and project management services for the project. The decision was made by the board at its Tuesday, August 9, 2011 meeting.

The first phase of the plan incorporates an area from the Navy Pier north to the B Street Pier, as well as a portion of West Broadway, from North Harbor Drive east to just beyond Pacific Highway. The cost of Phase I is approximately $28.6 million.

The entire North Embarcadero Visionary Plan is a joint project of the Port of San Diego, Centre City Development Corporation and the City of San Diego. It will enliven North Harbor Drive, from the G Street Mole to Laurel Street, with widened esplanades, public gathering spaces, enhanced landscaping, public art and improved roadways.

Arcadis US, Inc., is a Colorado construction management firm with an office in San Diego. The firm ranked highest out of four finalists bidding for the construction administrator contract. It was selected for its well organized and efficient team that has worked on recent local projects of similar complexity.

The contract was awarded for services that include construction review, bid assistance, inspection, testing and communications support.

Later on this week, the Port of San Diego will begin advertising for bids for the project’s construction. Information will be available on the Port’s website and a construction contract will be awarded at a special Board of Port Commissioners meeting scheduled in late October 2011.

The Port of San Diego was created by the state Legislature to manage San Diego Bay and surrounding waterfront land in December 1962. The Port has been responsible for $1.5 billion in public improvements in its five member cities.

The Port oversees two maritime cargo terminals, two cruise ship terminals, 17 public parks, various wildlife reserves and environmental initiatives, a Harbor Police department and the leases of more than 600 tenant and sub-tenant businesses around San Diego Bay.
