Port of San Diego takes next Steps to Move North Embarcadero Visionary Plan Forward

Next steps for the North Embarcadero Visionary Plan's first phase include a revision of the project's Coastal Development Permit and extensive public outreach.

At the August 3, 2010 Board of Port Commissioners meeting, the Board directed staff to proceed with revising the Coastal Development Permit for the first phase of the infrastructure redevelopment project, which will ultimately span from Seaport Village to Laurel Street. The revision will include conditions that the California Coastal Commission recommended regarding public access, transit and parking plans.

Members of the Navy Broadway Coalition, a local citizens group opposed to the current North Embarcadero Visionary Plan's first phase, attended Tuesday's Board meeting. At the meeting, the Board listened to the group's desires for the project. The Board agreed to work with the group to increase public open space including studying a proposed 150-foot setback along Harbor Drive in a new Environmental Impact Report. However, the Board did not agree to create a 150-foot-wide park from the County Administration Building to Broadway Pier as was reported in the August 4 edition of the San Diego Union-Tribune. The Board and Port staff are working with the developers of the Lane Field hotel project on modifications of its design, which may incorporate an additional public park plaza area on Harbor Drive.

The Navy Broadway Coalition plan will be considered, along with other open space options, in a new Environmental Impact Report. The report will also analyze updates to the North Embarcadero Visionary Plan.

The Port will begin conducting public outreach on the revised Coastal Development Permit over the next few weeks. It is anticipated that the revisions may be ready for Board action by September 7, 2010.
