Entitlement Overview

Per the terms of the San Diego Convention Center Corporation's lease with the Port, the proposed expansion project will undergo a project level Environmental Impact Report and Port Master Plan Amendment (EIR/PMPA).

The proposed expansion project entitlement processing will follow the requirements set forth in the lease, comply with the California Environmental Quality Act (CEQA), Coastal Act, other regulatory requirements and be an open public process. Based on Port practices and the San Diego Convention Center Corporation's lease, the following entitlement milestones are estimated and subject to change dependent on completion of previous milestones:

Selection of Design Team Fall 2010
Request preliminary project review and authorization to commence Environmental Review (Board of Port Commissioners Item) Fall 2010
Selection of EIR Consultant and authorization of 3-Party agreement for Environmental Review (Board of Port Commissioners Item) Winter 2011
EIR Certification and Port Master Plan Amendment Approval (Board of Port Commissioners Item) Summer 2012
Coastal Commission hearing on Port Master Plan Amendment Approval Winter 2012
Issuance of Coastal Development Permit (Board of Port Commissioners Item) Spring 2013
