Wildlife Advisory Group

The Wildlife Advisory Group was formed following a settlement agreement in May 2010 between the Port of San Diego, the City of Chula Vista, the redevelopment agency for the City of Chula Vista and the Bayfront Coalition, which consists of the Environmental Health Coalition, San Diego Audubon Society, San Diego Coastkeeper, Coastal Environmental Rights Foundation, Southwest Wetlands Interpretative Association, Surfrider Foundation (San Diego Chapter) and Empower San Diego.

The Wildlife Advisory Group includes representatives from the Environmental Health Coalition, the San Diego Audubon Society, San Diego Coastkeeper, the Coastal Environmental Rights Foundation, the Southwest Interpretive Association, the San Diego chapter of the Surfrider Foundation and Empower San Diego. Other members include representatives from the Chula Vista Nature Center, the South County Economic Development Council, the South Bay Boatworks, Pacifica Companies, the Resource Conservation Commission, four residents from the City of Chula Vista, the Zoological Society of San Diego, the Sportfishing Association of California, the San Diego Foundation, the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, the State Regional Water Quality Control Board, the California Department of Fish and Game and the California Coastal Commission.

The settlement agreement requires the Chula Vista Bayfront Master Plan to adopt environmental protections that go above and beyond those required by federal, state and local laws and regulations, including preparation of a Natural Resources Management Plan for the Chula Vista bay front.

The Natural Resources Management Plan to be developed as a condition of the settlement agreement includes:• Management objectives and performance standards to guide preparation of the Natural Resources Management Plan.

  • Designation of no-touch buffer areas, and install fencing and additional controls for protection.
  • Design walkways and paths to minimize adjacency impacts to Wildlife Habitat Areas.
  • A commitment to provide predator management for Wildlife Habitat Areas.
  • The creation of additional habitat management and protections, including coordination with Resource Agencies.
  • Drafting of measures to reduce bird strike and bird disorientation.
  • Creation of storm water and urban runoff quality monitoring and management requirements.
  • Drafting of landscaping and vegetation guidelines.
  • Creation of lighting and illumination standards to reduce impacts on wildlife.
  • Creation of noise controls, including limitation on fireworks displays to three (3) events per year.
  • Environmental education programs for residents, visitors, tenants and workers.
  • Restrictions on motorized boating in sensitive areas and a prohibition on the rental of (motorized) personal water craft.
